Precondition: 
1. Google account should contain a passphrase
2. Chrome in both devices (let’s call both devices as  A and B) should be logged in with same account and passphrase password should be provided.

Steps to reproduce:
1. Launch chrome and open a NTP
2. Load web page from most popular/likely tiles in device A.
3. Load web page which is not in most popular/most likely tiles (eg: rottentomatoes.com)
4. Open history tab in device B.

Observed results:
The web page loaded in step 2 is not synced into history of device B whereas the webpage loaded in step 3 is synched into history.

Expected results:
The web pages loaded in the chrome should always sync into history
