[Chrome][M57][Android 7.0] ERR_TIMED_OUT occurs because Chrome doesn't request "Http Get"

Issue description

Example URL:
www.naver.com

Steps to reproduce the problem:
1. Open up Chrome
2. Go to www.naver.com

What is the expected behavior?
Page loading is successful.

What went wrong?
Page is not loaded and Chrome displays "ERR_TIMED_OUT" message.

Did this work before? N/A 

Chrome version: 57.0.2987.132  Channel: stable
OS Version: 7.0
Flash Version: 

It occurred at around 10:51.
So it would be helpful to search timeline "10:51" and take a look.

I'm afraid it loads fine for me in 60.0.3080.5 (Official Build) canary (64-bit) on mac and 59.0.3068.4 Android.  Would you be willing to capture a chrome net-internals log for us to take a look at?  See http://dev.chromium.org/for-testers/providing-network-details.

Dear Chrome team,
Sorry its frequency is not 100% and so low that it's hard to capture a chrome net-internals log.
Could you take a look at the log I attached, instead of a chrome net-internals log?

With HTTPS, no, not really.  Even if it were just HTTP, pcap's tell us nothing about Chrome's view of the world (And the .log file is also not useful).
Friendly ping.  seiyon.park@, as per comment #4, we still need a net-internals to have something to go on.  Do you think you will be able to provide one?

Afraid I can't provide net-internal now since its frequency is not 100%.
So it takes some time to reproduce this symptom and get a net-internals.
Anyway I'll be right back once I get a net-internals.
In the meanwhile, could you continue to take a look at this?

Unfortunately not - this could be a million things, including an issue with your connection itself.  Without more information, the fact that a single user is getting ERR_TIMED_OUT gives us nothing to go on.

I don't think there's a way to make any progress here, unfortunately, so I'm archiving the issue.
