Issue descriptionChrome Version: 60.0.3080.5 983263d7309ff4e4e9c641874f1e9e0909cdecb3-refs/branch-heads/3080@{#6}-32/64 bit OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1) Steps: 1. Launch Chrome, open devtools on NTP and go to Performance tab 2. Complete recording with screenshots checked and zoom devtool window (press Crtl,+ keys 4 times) 3. Hover mouse on captured screenshot and observe Actual: Flickering of captured screenshot is seen after zooming devtools windows Expected: Flickering of captured screenshot should not be seen after zooming devtools windows This is regression issue, broken in ‘M 60’ and will soon update other info : Good build:60.0.3076.0 Bad build: 60.0.3077.0

I think we need to limit space that we can spend to render screenshot, otherwise it looks like an issue.
