Regression: Size of 'CLEAR BROWSING DATA' button is not proper on 'Clear browsing data' overlay.

Issue description

Chrome Version: 60.0.3080.5 (Official Build)983263d7309ff4e4e9c641874f1e9e0909cdecb3-refs/branch-heads/3080@{#6} 32/64-bit.
OS: Windows (7,8,10), Mac (10.11.6,10.12.1), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/clearBrowserData
2. Now, observe the 'CLEAR BROWSING DATA' button on overlay.

Size of 'CLEAR BROWSING DATA' button is increased from LHS and RHS.
Size of 'CLEAR BROWSING DATA' button should not increased from LHS and RHS.

This is a regression issue, broken in M-60 series, below is manual regression range.

Good build: 60.0.3078.0
Bad build: 60.0.3079.0
