Devtools should not re-focus on the tab when they are opened

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Steps to reproduce the problem: 1. open two tabs 2. open the devtools on one tab 3. quickly change to the second tab (before the devtools open) What is the expected behavior? the 2nd tab should keep the focus What went wrong? the focus jumps to the first tab with the now-open devtools Did this work before? No Chrome version: 57.0.2987.133 Channel: n/a OS Version: OS X 10.12.4 Flash Version: Shockwave Flash 25.0 r0 It makes it harder (as in slower) to open multiple devtools on multiple tabs

How do you open DevTools? Using "inspect element" in context menu, or using a shortcut?

Not OP but happens using either "inspect element" or devtools shortcut key.

It doesn't matter what method you use to open the dev-tools. Either "Inspect Element", keyboard shortcut, Or "Settings -> More Tools -> Developer Tools".
