Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.81 Safari/537.36 Steps to reproduce the problem: 1. Go to the URL: https://support.google.com/chrome/answer/96816?hl=en#other 2. Notice that the page jumps to the From all other browsers 3. Check out some other topics on the page 4. Decide to go back to the same topic by pasting the URL in the omnibar What is the expected behavior? Visit the page the same way you did before What went wrong? Page goes to the right place for a split second, afterwards it auto-magically scrolls to some random place Did this work before? Yes Chrome version: 58.0.3029.81 Channel: stable OS Version: 10.0 Flash Version: N/A

Unable to reproduce the issue on Win-10 using chrome reported version #58.0.3029.81 and latest canary #60.0.3081.6. Attached a screen cast for reference. Following are the steps followed to reproduce the issue. ------------ 1. Navigated to the URL: https://support.google.com/chrome/answer/96816?hl=en#other 2. Noticed that the page jumps to the "From all other browsers" 3. Checked out some other topics on the page 4. Copied and pasted the URL in the omnibox. 5. Observed that the page jumped to the "From all other browsers" as visited before. vanantwerpenjeroen@ - Could you please verify the screen cast and please let us know if anything missed from our side. If possible please provide a screen cast of the issue. Thanks...!!

I can reproduce this on Google Chrome 56.0.2924.76 on Linux. It also reproduces simply by pressing reload or by pressing control-l and then enter. It's actually not consistent. Depending on what sections I open and where the focus is, sometimes I up near the original section I hit when I landed on the page, sometimes I end up halfway down the section, sometimes at the bottom of the page. Not an omnibox issue; kicking to the Navigation queue.

If this repros on M56 and not on M58, it will be useful to bisect it to find what caused the change.

Tested the issue on chrome Stable #58.0.3029.81, Canary 60.0.3082.1 in Windows 10.0 and was able to reproduce the issue. Pre-Condition : Navigate to chrome://history/ and "clear browsing data" in chrome 1. Able to reproduce the in all market builds. This is a Non-Regression issue since seeing this from M35 #35.0.1915.0, Making the status to Untriaged so that the issue would get addressed. Note : Able to reproduce the issue in MAC 10.12 and Linux Ubuntu 14.04. Thank you.
