Files in UTF-8 erroneously auto-detected to be in a different encoding

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.81 Safari/537.36

Example URL:

Steps to reproduce the problem:

You should see:

Did this work before? Yes Chrome 56 (tested on BrowserStack)

Does this work in other browsers? No
 Firefox 53.0. It works fine in Safari 10.1 (12603.1.30.0.34).

Yeah, #c1 probably has it - bisect points to https://chromium.googlesource.com/chromium/src/+log/853f2960bd8ba2eb7dbbca4bf6da9e48d9646ea5..0918ae11092a7ee1b278cc1a55259e7d886f156d so it's almost certainly issue 691985 /  https://chromium.googlesource.com/chromium/src.git/+/89967f02f2402870acb8322ad50c391b3a0971e7

So... intentional change. And now Chrome agrees with Firefox. WAI?

Correct. WAI. Please let the server (if under control) send content-type HTTP header, or install Chrome extension ("Encoding Menu" or "Set Character Encoding"), or save the file locally to view it with correct encoding.
