[MD Settings] Tooltip is not displaying for all 'Learn more' link on 'Settings' page.

Chrome Version: 60.0.3080.5 (Official Build)983263d7309ff4e4e9c641874f1e9e0909cdecb3-refs/branch-heads/3080@{#6} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings page.
2. Type 'Learn more' in 'Search settings' text-box and observe.

Tooltip is not displaying for all 'Learn more' link(For Ex: Reset and Clear browsing data section).
Tooltip should display for all 'Learn more' link.

This is a non-regression issue, seen from M-52 series.

Dialog contents are not being searched, explicitly excluded at [1]. The reason is that several dialogs are only applicable on certain states that the user can be and not universally applicable.
