Regression:White background is seen while draging extensions from browser action area to wrench menu.

Chrome Version: 60.0.3080.5
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch Chrome and add any Extension from web store.
(2)Go to NTP and drag the extension from browser action area under wrench menu and observe(kindly refer screenshot).

Expected Result:White background should not be seen while dragging extension.

Actual Result:White background is seen while dragging extension.

This is regression issue broken in M-60

Wrench menu with black background is Linux specific and issue is reproducible on the latest 60.0.3080.5 of Linux Ubuntu 14.04.

Using the per-revision bisect providing the bisect results,
Good Build:60.0.3075.0  (Revision: 465641)
Bad Build:60.0.3076.0 (Revision: 465838)

You are probably looking for a change made after 465719 (known good), but no later than 465720 (first known bad)

Menus don't use ScrollViews, so I don't think Ananta's patch is to blame.
