[cc/blink] Fixed-pos elements scrolled by a transformed scroller lags behind

Issue description

Chrome Version: ToT
OS: All

What steps will reproduce the problem?
(1) Open https://output.jsbin.com/qeqomet/
(2) Scroll the black box

What is the expected result?
Box stays black.

What happens instead?
Part of the white box that is supposed to be occluded by the black fixed-pos box on top can be seen.


This is a bug I found while investigating  issue 714001  / https://codereview.chromium.org/2833233002/ . We didn't set fixed-pos container in CLP correctly, and even if we did, there is a hack in cc that defeated it.

I'm leaving the team, thus re-assigning bugs.

The bug still repros as of today. It is tricky to reproduce. One must initiate an impl-thread scroll and a white flash only shows transiently.

A fix has been implemented but was forgotten during the gerrit transition. I believe the fix is still applicable if rebased.

Or we can wait until BGPT. This will be fixed automatically.
