analysis.failure_result_map is None

Issue description

There's a new exception being thrown in:
https://chromium.googlesource.com/infra/infra/+/137802d8e8e395c7af5eb84eef5940d3c1b8794e/appengine/findit/waterfall/flake/trigger_flake_analyses_pipeline.py#34

The exception is:
AttributeError
'NoneType' object has no attribute 'iterkeys'

@robertocn do you have a link to the analysis you originally saw this in by any chance?
After some further investigation the only instances of 'Nonetype' object has no attribute 'iterkeys' was from my experimental forced reruns to get try jobs running on iOS, for which try jobs are not actually supported, thus failure_result_map is None.

[Findit] Fixing exception when failure_result_map is None

The only instances of this bug occurring in recent history are when triggering experimental runs on iOS for which try jobs are not yet supported, so this fix should be trivial.
