With the new GBoard fix, we will start to show keyboard suggestions for the omnibox. We should figure out if we want to disable keyboard suggestions for certain set ups to allow more room for omnibox suggestions.

@Ted, do you know if we can disable keyboard suggestions if there would be fewer than 3 suggestions visible (or such logic)?
