mushroom: webview is not rendered on 2+ show

ToT chrome (r467018)

Repro:
0. Have a user data dir that has existing users (i.e. logged in before)
1. Run with --mus
2. "Add person" to show Gaia in webview
3. Press Esc to go back to account picker
4. "Add person" again

At step 4, Webview is not rendered after the loading spinner is gone. And no matter how many times you try, webview will no longer be rendered.

Possibly a visibility issue? If the content of the webview are hidden, then no frames will be generated.
