New Chrome process causes double window-create animation on Linux Mint

Issue descriptionChrome Version : 58.0.3029.81 OS Version: Linux Mint 18 What steps will reproduce the problem? 1. Close all Chrome windows such that Chrome is not running 2. Execute chrome What is the expected result? A new Chrome window appears using normal window manager animations. What happens instead of that? A new Chrome window appears, but a double-animation is visible, giving the appearance that one window opens, then a second window opens over the top of it. Please provide any additional information below. Attach a screenshot if possible. UserAgentString: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.81 Safari/537.36 I am not able to easily screen-capture this. The problem does not occur when opening a new window from an existing Chrome process. It also does not occur when executed with "--wm-window-animations-disabled".

I am reasonably confident that this is the same root cause as crbug.com/695943 , however we need to test it to make sure.
