Developer tools do not dock to position when there's a another tab that has open dev tools

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3080.0 Safari/537.36 Steps to reproduce the problem: 1. Go to any page and open chrome dev tools. 2. Open a new tab and open chrome dev tools 3. Switch focus to dev tools and press (cmd + shift + p) for the quick menu and type (>dock to right) 4. Nothing happens What is the expected behavior? Dev tools should dock to the correct position What went wrong? Dev-tools dock functionality does not work when there is a previous tab with open dev-tools. Did this work before? Yes 58.0.3029.81 (64-bit) Chrome version: 60.0.3080.0 Channel: canary OS Version: OS X 10.11.6 Flash Version: Shockwave Flash 25.0 r0

Me, and my coworker, experience the same problem for couple of days now - DevTools open in a separate window and there is no way to dock them back.

This issue still present. In Google Chrome Dev & Google Chrome Canary Google Chrome Dev 60.0.3080.6 (Official Build) dev (64-bit) Google Chrome Canary 60.0.3084.1 (Official Build) canary (32-bit) See attached screencast for this issue
