chrome://gcm-internals to display global GCM Driver statistics

Chrome OS has a process-global GCM Driver obtainable through BrowserProcess::gcm_driver(), used by the the Device Cloud Policy Manager and an affiliated invalidation service, and one used by pretty much everything else that's tied to the profile.

It'd be good for chrome://gcm-internals/ to be able to display both.
