There is no byte counter on "downloading..." notification for Offline Pages

In M58, the byte counter was disabled, see bug 704049.
This is a trackign bug to get to a real solution for this.

It can be fixed in one of the following ways:
- disable indeterminate progress bar which flickers when notification is  updated due to byte counter
- go all the way to custom notification (which may be needed for other reasons)
- something else

It sounds like throttling isn't really a feasible solution. dahlke@ to figure out whether we should do custom notifications.
