gs_offloader metrics should include ChromeOS branch or milestone as field

This would help us determine if there are certain branches that are particularly network-hungry in offloads.

Does a deputy want to try taking this on?

There are a few other examples already in autotest of metrics that are decorated with milestone_version.

The only possibly tricky thing here is how gs_offloader can figure out the (probable) milestone_version of the directory it's offloading.
