Have relaunch check whether chrome is running for other users

This might be a duplicate of issue 6143.

But either way it occurs for me every chrome release and happened this morning and I find it could be polished.

1) Install chrome as a system app.
2) Login multiple users and launch chrome.
3) Wait for a release to be made available.
4) Goto Help>About Google Chrome
5) Let Chrome update itself.
6) Click relaunch.
7) Chrome relaunches with the same version
8) Log out all other users.
9) Now click relaunch.
10) Update is successful.

Are we able to detect if there are other users using chrome and that the update won't work cause the executable is locked.

Looks like this is the same as comment 10 in issue 6143. This would be a nice polish bug to fix. Chrome uses a global event to detect when there are no other browser processes running (browser_util::IsBrowserAlreadyRunning). It would be great if upgrade_util::IsUpdatePendingRestart had the power to tell if another user was running Chrome.
