Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3079.0 Safari/537.36 Steps to reproduce the problem: 1. open bookmarks folder which overflows the screen 2. hover over arrows to scroll up/down the list. What is the expected behavior? this is not as user-friendly, it's a long list, and having to move mouse up and down to scroll is not optimal UI experience. better UI experience would be scrolling with scroll-wheel with mouse / touchpad on Laptops (like normal web page scrolling) / touch and drag on touch devices (long press to move item on touch devices). scrolling with the mouse wheel seems to be working on my current chrome installation. I can't test scrolling with a touchpad, but I think it should work, the Windows touchpad driver fires a scroll event to chrome. etc..
