feature request: Bookmarks bar folder popup scroll with scrollwheel

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3079.0 Safari/537.36

Steps to reproduce the problem:
1. open bookmarks folder which overflows the screen
2. hover over arrows to scroll up/down the list.

What is the expected behavior?
this is not as user-friendly, it's a long list, and having to move mouse up and down to scroll is not optimal UI experience.

better UI experience would be scrolling with scroll-wheel with mouse / touchpad on Laptops (like normal web page scrolling) / touch and drag on touch devices (long press to move item on touch devices).

What went wrong?
scroll wheel doesn't work

Not blink this is ui views code.
scrolling with the mouse wheel seems to be working on my current chrome installation. I can't test scrolling with a touchpad, but I think it should work, the Windows touchpad driver fires a scroll event to chrome. etc..
