gcapi_mac files aren't hooked up in gn build

Nothing builds the files in chrome/installer/gcapi_mac in the gn build.

Options:
a) Add a .gn file for them.
b) Delete files.

(a) is easy, but as far as I know nothing uses this at the moment, so might as well delete it -- Mark, Roger, opinions?

Every now and then, someone asks me why the files aren’t working for their integration into whatever, and I have to go and fix the OS version check and rebuild it. Then they take the result and put a binary in some shared Google Drive folder somewhere and I don’t have to think about it for another year.

It’s easy enough to rebuild without a description in the build environment, but it’s a little more repeatable (and I hope a little easier to have be self-service) if the build is described somewhere.
