Issue descriptionChrome Version : 59.0.3071.25 (Official Build) 5e268f009b19cf8db71593a63102cf3313343cb4-refs/branch-heads/3071@{#186} 32/64 bit OS : Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS) Test URL : http://www.firstpost.com/world/iraqi-violinist-holds-concert-in-mosul-after-isis-3396494.html What steps will reproduce the problem? 1. Launch chrome and navigate to above test URL. 2. Scroll down the page a bit and play a video. 3. Hover mouse on 'Volume' icon in a video and observe the volume slider. Actual : 'Volume seek bar' is missing in volume slider. Expected : 'Volume seek bar' should be there in a slider. This is a regression issue broken in ‘M-58’, below is the Manual Regression range and will soon update other info. Good build : 58.0.3011.0 Bad build : 58.0.3012.0

This issue is actually shared with MS Edge. I am working on issue #716174 at the moment, but coincidentally, the fix for that appears to resolve this issue as well.

Reminder that M59 Stable is launch is coming soon (less than 2 weeks)! Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and get it merged into the release branch ASAP so it gets enough baking time in Beta (before Stable promotion). Thank you!

The site seems to have changed the volume slider to be horizontal and no rendering artifact is present (maybe they knew about this). Could someone else please confirm that they see what I am now seeing?

The issue appears at some window sizes (that determine the video size). The original link redirects for some reason. This works: http://www.firstpost.com/world/watch-traditional-gold-mining-in-nicaragua-3477496.html Given that it only happens sometimes, and a resize easily fixes it, we'll punt until next release.

avshaikh@: Could you please confirm this from your end as well, if this is still an issue? C#0 link doesn't work anymore and link in C#11 doesn't show any such behavior on the latest canary(61.0.3114.0) on Windows-10 at my end.

With response to comment #12, Retested above issue in latest canary (61.0.3116.0) on Win-10 machine and issue is still reproducible. C#0 link doesn't work anymore but issue can be reproduced using link given in C#11 ( http://www.firstpost.com/world/watch-traditional-gold-mining-in-nicaragua-3477496.html ). Note : Now issue is only reproducible while video is being played in fullscreen mode. Kindly navigate to link given c#11 , play video in fullscreen mode (wait until adv. finishes) and hover mouse on 'volume' icon, observe. Thank you!

Retested above issue in latest Chrome canary #62.0.3165.0 on Windows(7,8) OS and issue is still reproducible when video is played in fullscreen mode. Test URL : http://www.firstpost.com/world/watch-traditional-gold-mining-in-nicaragua-3477496.html Note : On Mac(10.12.3), no need to play video in full screen mode, issue can be seen even when video is running in normal mode. This issue is still reproducible using #62.0.3172.0 on Mac 10.12.5 and Linux Ubuntu 14.04, #62.0.3171.0 on Win 10. @karlo: Is there any latest updates available on this issue? since it is tagged with Release Block Stable. Thanks!!

This shouldn't be a release block stable, Since the bug been there for couple of stable milestones and as per offline chat with eae@ this is more of site implementation bug then a Chrome bug. hence removing blocker label.
