SelectionController::HandleSingleClick() should check whether selection is active or not

Issue descriptionChrome Version: 60.0.3080.0 (Official Build) (64-bit) (cohort: win_58_81)70d2a00a72c50c344436f139b2a3f5c09ec337bf-refs/head/master@{#466837}(32/64 Bit). OS: Windows(7,8,10), Mac(10.11.6, 10.12.1, 10.12) and Linux(14.04 LTS). Steps to reproduce: 1.Launch Chrome, go to chrome://settings/autofill, click on ADD button for Addresses. 2.On Add Address overlay, Press and hold Shift-Key and click on Text fields. 3.Observe. Actual Result: Cursor is missing on clicking text fields (Unable to type on text field). Expected Result: Cursor should be seen. This is regression issue broken in 'M 60' and will soon update the bisect info: Manual Bisect Info: Good Build 59.0.3071.0 Bad Build 60.0.3072.0

The root cause is SelectionController::HandleSingleClick() uses selection in the first input box and Shift+Click extends selection from first input box to second input box where Shift+Click. We use issue 714000 for tracking the change of SelectionController::HandleSingleClick(). For ease of repro: data:text/html,<input><input><input> |
