Regression:Page gets scroll via mouse wheel in device mode even when action menu of 'On startup' is open

Issue descriptionChrome version: 59.0.3071.25 5e268f009b19cf8db71593a63102cf3313343cb4-refs/branch-heads/3071@{#186} OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1) Pre-condition: Ensure atleast one NTP is open Steps: 1. Launch Chrome and navigate to chrome://settings/ and select 'Open a specific page or set of pages' under On startup 2. Click on 'Use current pages', press F12 to open devtool and click on Toggle device toolbar icon 3. Click on iron icon under 'Open a specific page or set of pages' and scroll via mouse wheel,observe Actual: Page gets scroll via mouse wheel in device mode even when action menu of 'On startup' is open Expected: Page should not scroll via mouse wheel in device mode if action menu is open This is a regression issue broken in M-56, will soon update the bisect info
