Regression: Scrollbar moves to top on selecting languages in md-settings |

Issue descriptionChrome Version:60.0.3080.0 OS: Ubuntu 14.04 What steps will reproduce the problem? (1)Launch Chrome and navigate to chrome://md-settings (2)Click on Add Languages and add the languages using down arrow and enter (3)Observe the scroll bar on the overlay Actual: Scrollbar moves to top on selecting languages Expected:Scrollbar shouldn't move to top on selecting languages This is a Regression issue broken in M-60 Manual Bisect Info: =================== Good Build:59.0.3071.0 Bad Build: 60.0.3072.0
