Regression : Focus does not travel to next option in chrome://settings/ page.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/ and resize the browser window such that only 'Search setting' search icon is seen
2. Now press 'Tab' key to bring focus on 'Main menu' icon and press 'Space bar' key to open side pane window
3. Now press 'Esc' key to close 'Main menu' window and press 'Tab' key and observe the focus travel

Actual: Focus does not travel to next option after pressing 'Tab' key
Expected: Focus should move to next option after pressing 'Tab' key

This is regression issue, broken in ‘M 59’ and will soon update other info :

Using the per-revision bisect providing the bisect results,
Good build: 59.0.3032.0 (Revision: 454806).
Bad build : 59.0.3033.0 (Revision: 455023).

You are probably looking for a change made after 454967 (known good), but no later than 454968 (first known bad).
