Touchpad scrolling with double finger on long page is slow then "catches up"

Issue description
UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36
Steps to reproduce the problem:
1. Load a large page
2. Try to scroll from the top down the page
3.
What is the expected behavior?
Scroll normally. Scrolling in firefox works fine.
What went wrong?
The page doesn't scroll as expected in other applications. The only way I can explain it is - Think of the scenario where a car is spinning it's wheels on a slippery service but then gets friction and starts to move. This will happen constantly over and over during the actual scroll motion. I find scrolling in pages with less graphics (chrome bug page for example) scrolls slightly better. I've tried turning smooth scrolling on through chrome://flags but it hasn't made a difference.

Tested this issue on Ubuntu 14.04 with chrome #57.0.2987.133 with following test url https://thenextweb.com/dd/2015/08/19/why-long-scrolling-sites-have-become-awesome/#.tnw_3RoudF3H These are the steps followed 1. Launched chrome and navigated to test url , wait till page load completely 2. Using the touchpad, scroll down the page Observed page scroll is normal. Attaching the screen-cast for reference. craigwharding@ could you please look into it and let us know your observations.If possible provide us the screen-cast of your issue for further triage. Tested on Chrome Stable #59.0.3071.115 & Dev #61.0.3159.5 on Ubuntu 14.04 and able to reproduce the issue. This is a non-regression issue and able to reproduce from M-47 #47.0.2499.0. Marking it as untriaged so that issue gets addressed. Observations: 1. Scroll behavior seems to be same on FireFox as well.
