According to the master restart process on go/bugatrooper or go/bug-a-trooper, googlers can restart masters from their desks using variations on "cit restart <master> ..."

Usually master restart requests are best done at eod, however it appears the --eod flag is deprecated

without --eod and submitting a request via cit restart, TBR is now respected which causes the restart CL to land immediately and can result in a middle-of-day restart

Documentation should either be updated to make master restart requests done by troopers only or some other way to specify eod
