Adding CC details on Chrome does not sync it to Payments.google.com

Issue description

Chrome Version: M56+
OS: Windows

What steps will reproduce the problem?
1. Open Chrome.
2. At the top right, click More More and then Settings.
3. At the bottom, click Show advanced settings.
4. Under "Passwords and forms," click Manage Autofill settings.
5. Add, edit, or delete a credit card:
6. To add a credit card, click Add new credit card.

What is the expected result?
As per crbug.com/569927, CC added using Chrome (Settings->AuotfillPayments->CreditCards) should be synced with payments.google.com

What happens instead?
Credit cards added using chrome using Settings->AuotfillPayments->CreditCards are not synced to Google payments.
Adding it directly into Payments. Information will auto-sync to Chrome's autofill. - works!

The upload that was implemented in http://crbug.com/569927 happens when this card is used in a well marked credit card form. Adding the card in settings does not upload it.

I agree it would be a great feature, however.

Unfortunately this is WAI. Cards added directly via settings do not get saved directly to Payments right now. We'd love to build this, but are working through issues with Payments to be able to do it. Going to keep this open for tracking purposes, but will mark priority appropriately.
