Touch Calibration doesn't work on some devices

Issue description

Chrome Version: 9460.5.0 

What steps will reproduce the problem?

(1) Enable #enable-touchscreen-calibration flag in chrome://flags
(2)Go to chrome://md-settings -> Display. Scroll down to “Calibrate”, under the external monitor

What is the expected result?

We should have a option in the settings page to calibrate the external touchscreen

What happens instead?

We don't see any calibration option in the settings page

Please use labels and text to provide additional information.

The touch calibration works fine on samus but the calibration option is not seen when we connect a external touchscreen to either caroline or kevin

Is it the same touch display that does not work on caroline but works on samus?
The option is available on caroline (9460.5.0) with mimo touch device.
It seems the issue is associated with the specific touch device. 

Re #2 -- It was same touch display on both samus and caroline
As i check on 9640.11.0 , the touch calibration works on caroline , but not with a kevin device
Status: WontFix (was: Untriaged)
There was a bug in the specific USB/HDMI connector that was being used for the test.
