Pointer fools user into thinking text cannot be copied

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.81 Safari/537.36 Steps to reproduce the problem: 1. Visit chrome://help/ 2. Move the mouse over text that can indeed be copied. 3. Observe the cursor does NOT change from an arrow to a "I". What is the expected behavior? The cursor/pointer should become "I". What went wrong? The user thinks he has put the pointer/cursor upon an image that cannot be copied, because the pointer/cursor/mouse/icon is still an arrow. Did this work before? N/A Chrome version: 58.0.3029.81 Channel: stable OS Version: Flash Version: The text can be copied. The problem is with the misleading cursor.

Able to reproduce the issue on Mac 10.12.4, Win-10 and Ubuntu 14.04 using chrome reported version #58.0.3029.81 but the same is not reproducible in the latest canary #60.0.3080.5. Reverse Bisect Information: ===================== Good build: 59.0.3030.0 Bad Build : 58.0.3029.89 Note: As the good and bad builds are from two dieerent milestones. Hence, providing CL from Omahaproxy. Change Log URL:(From Omahaproxy) https://chromium.googlesource.com/chromium/src/+log/58.0.3029.0..59.0.3030.0?pretty=fuller&n=10000 Unable to find any suspect from the above change log. Could anyone from the dev team please help us in assigning it to the right owner. This seems to be a recent regression. Hence, adding label ReleaseBlock-Stable. Please feel free to remove the same if not appropriate. Thanks...!!

Thanks for the update Rajshree. Looks like this is fixed in both M59 and M60. We many not have a stable respin and bug doesn't look like a Stable blocker. Updating the labels and leaving it open, in case of more user reports.
