Create an alert for excessive gs_offloader upload traffic

Dashboard with the data: https://viceroy.corp.google.com/chromeos/gs_offloader

Probably want to alert on:
a) fleetwide average data per job above some threshold, say 32MiB
b) jobs per second above some threshold, say 64MiB/s
