The "Workspaces 2.0" link in the "What's New" console tab is broken

Project Member Reported by dandv@google.com, Apr 24 2017

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.15 Safari/537.36

Steps to reproduce the problem:
1. After a fresh upgrade to Chrome 59,
2. Open the console
3. Notice the "What's new tab"
4. Click the "Workspaces 2.0" link

What is the expected behavior?

What went wrong?
The link is https://developers.google.com/web/updates/2017/04/devtools-release-notes#workspaces but that page doesn't have a "Workspaces" section

Did this work before? N/A
