Multiple snapshot tiles for the same website in most visited section of ntp.

Issue description

App Version: 60.0.3077.0 canary
iOS Version: 10.2.1
Device: iPad Pro
URL: youtube.com

Steps to reproduce:
1. Clean Install Chrome.
2. In NTP when tap on youtube.com.Close the tab.
3. Now type m.youtube.com in omnibox and tap on Go


Observed results:
 Multiple tiles for the same website in most visited section of ntp.


Expected results:
 Only one snapshot for the same website should be present in ntp.


Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: No
Bug reproducible on Firefox/Safari: Firefox: Yes, Safari: No
Bug reproducible on current stable build (App Version, iOS Version): No- 57
Bug reproducible on the current beta channel build (App Version, iOS Version): No- 58

When a site has multiple URLs, there are lots of different ways of navigating to them and creating duplicates.

I would consider this bug a dupe of https://crbug.com/567132. According to my current understanding of history backend, I would now say the same of https://crbug.com/670271 too. Will resolve as such if there are no objections.

Please don't remove OS-iOS as OS-All does not apply to iOS and furthermore removed iOS cc rules.
