Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Steps to reproduce the problem: 1. Load Chrome, and do other tasks 2. Then when going to some web pages scrolling doesn't work What is the expected behavior? When on a website you should be able to use the scroll wheel to scroll through a website, this feature is not working as it should. What went wrong? Not exactly sure what is going on with this, I have tested this on two systems on completely different networks, and it seems to be an on going issue Did this work before? Unable to reproduce the issue on Windows-7, Mac-10.12.4 and Linux Ubuntu-14.04 using Chrome stable version 58.0.3029.81 and canary 60.0.3083.0 with the steps mentioned in comment#0. Could you please provide the website Url on which you are facing the issue for further investigation. Thanks..
