log job_id when crashing master_scheduler

Issue description

Follow-up to  crbug.com/714571 

I believe xixuan@ has a temporary patch in production that does this, but we should land it properly (after code review) in master.

autotest: add more logs & raise NonHostExistError for scheduler.

This CL does:
1. add logs for host entries which doesn't have a host.
2. raise NonHostExistError when there's no host for a non-hostless job.

BUG= chromium:714727 
TEST=Ran autotest locally and kick off a test; Ran unittest.
