Log spam from remoting host in WebRTC mdoe

Issue description

I'm getting the following log message every 5s when I connect to remoting host using WebRTC:

[0424/103734.108282:WARNING:rtp_rtcp_impl.cc(173)] virtual void webrtc::ModuleRtpRtcpImpl::Process(): Timeout: No increase in RTCP RR extended highest sequence number.

Host version: 60.0.3080.0

I see this message every 3 seconds only when the host doesn't send any frames to the client because the screen is static.

Magnus, Stefan, do you know if this is problematic in any way?
Do we need to ensure that the sender always sends new frames on certain intervals?
