Blank screen shown when no tabs open

Issue description

When there are no active tabs open, all the user sees is this blank black screen. I think we should consider replacing this with the Zine NTP so that the user never hits this dead end.

Chrome Version: (copy from chrome://version) 60.0.3077.0
OS: (e.g. Win7, OSX 10.9.5, etc...) Android N
Device: Pixel

What steps will reproduce the problem?
(1) Close all open tabs.

What is the expected result?

The NTP should show up when there are no tabs open.

What happens instead?

You see a blank black screen with a plus button at the bottom.

I believe this is a pretty bad state for a user to find themselves in, and we should probably show the NTP instead when all tabs have been closed.

Yes, we previously discussed doing this but it got blocked by UI Review in favor of a solution in Chrome Home. I'll dupe to that bug.

That said, we could also look into making the empty state better.
