Update UI tests to support native mac notifications

Project Member Reported by miguelg@chromium.org, Apr 24 2017

Issue description

As of today ui interactive tests are still forced to use the message center style notifications. They should be changed to use the native one.

lgrey@ (currently OOO) - can you figure out what needs to be done here?

Miguel's idea here was to show actual notifications on the host that's running the test, and making sure we'd close them afterwards.

Is this a feasible approach for Mac at all? One downside is that it'll make flakiness harder to deal with, as there would be external factors in play.

Do we actually need the notifications to fire on the OS side? If not, maybe turning on "Do not disturb" on the bot machines (either permanently or via some kind of UI scripting) could work?
