Chrome failing to start on windows

Project Member Reported by pastarmovj@chromium.org, Apr 24 2017

Issue description

Chrome doesn't launch once we have updated to v58.0.3029.81. Issue is common on Windows 7 SP1 and Windows 10 Build 1511. Any ideas?

I have tried the following:
1. Re-install chrome
2. Complete removal and Re-installation.

What i have noticed so far is when i start chrome two process are starting and if i kill the one which start with the following command line, Chrome starts.

"C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" --type=crashpad-handler /prefetch:? "--database=C:\Users\test\AppData\Local\Google\Chrome\User DataXCrashpad" "--metrics-dir=C:\Users\test\AppData\Local\Google\Chrome\User Data" --url=https://c

Having the same issue for Version 58.0.3029.81 (64-bit)

Here is what the debug log is showing:
[0420/155255.055:ERROR:registration_protocol_win.cc(83)] TransactNamedPipe: The pipe has been ended. (0x6D)
[0420/155256.361:ERROR:registration_protocol_win.cc(55)] CreateFile: The system cannot find the file specified. (0x2)

I have tried uninstalling and reinstalling, and no malware or viruses are detected on machine. Also tried installing Canary version of chrome, and same issue.

Hello, this issue is occurring for our organization too. Started to occur on v58 upgrade. - 58.0.3029.81

We tried a new windows profile, clean uninstall / re-install of chrome (deleted all local google folders / registry keys), disabled all extensions, each time you try to open chrome more chrome.exe processes open in task manager, however the browser itself never opens.

Quick update - I uninstalled McAfee DLP from my system today and Google Chrome now opens and closes fine, seems DLP and v58 are having issues together (hidden DLP Chrome extension causing the issue?)

Even we have McAfee DLP installed currently and i have tried the bypass method but still things are not working. I will try to remove and check.

If i start chrome immediately as the desktop is loaded, i am able to launch it once, but if i close an try relaunching it will not work.
