Precondition :
1- Enable voice over ON from device settings.

Steps to reproduce:
1- Launch chrome.
2- Tap on Menu > Settings > Sign in to chrome > Add account.
3- Tap on More options.  

Observed results:
Create new account popup is not displayed only Find my account popup is displayed.

Note : Create new account is displayed when voiceover is disabled
 
Expected results:
Create new account popup should be displayed.
