Steps to reproduce the problem:
1. attempt to connect to a wi-fi network that requires authorization from a web site
2. once captive portal authorization window opens, finish connecting to wi-fi
3. once connected, try to close captive portal authorization window by clicking "x"

What is the expected behavior?
window should close once "x" is clicked

What went wrong?
window does not close, and chromebook cannot be used and must be rebooted.
