Swarming time zones are displayed/interpreted wrong in Chrome

Issue description

Chrome Version: Version 58.0.3029.81 (64-bit)
OS: Linux

It appears the *_ts reported by the server don't end in z, for zulu/UTC.:

 "first_seen_ts": "2016-04-22T13:34:56.134500",
 "last_seen_ts": "2016-08-26T20:35:04.990120",

My guess is that before a recent Chrome update, UTC was implied, but now it's not.
