customer wants easy to manage avatar for chrome profile

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Steps to reproduce the problem:
1. use chrome browser in windows pc
2. set profile picture for g suite account using google+
3. set profile picture from the local files

What is the expected behavior?
g suite account will follow the profile picture assigned using google+ plus and then will be the only picture available as selection from the pre-loaded images in chrome settings for the profile avatar

What went wrong?
customer wants to be able to set the avatar for chrome profile from his local folder and have it sync on other devices

for changing the profile picture the user must have google+ configured.
