Regression: Broken image is missing after drag&drop the extension url.

Chrome Version:60.0.3079.0 (Official Build) 5d44f961b168a6cff0f822455b03cbca3eb44855-refs/heads/master@{#466571}
OS:Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

Pre-condition: Add ‘Momentum’ extension using below test url:

What steps will reproduce the problem?
1. Launch chrome, click on extension icon present browser action container area.(such that extension NTP is open)
2. Click on Wrench>>More tools>>Task manager>> select present extension task and click ‘End process’(Extension crashes)
3. Drag the extension url to next page, drop it and observe.

Actual:Broken image is missing after step 3.(Refer screencast)
Expected: Broken image should be seen.

This is regression issue, broken in ‘M 60’ and below is manual bisect:
Good build:60.0.3078.0
Bad build:60.0.3079.0

Using the per-revision bisect providing the bisect results,
Good build: 60.0.3078.0 (Revision: 466494).
Bad build : 60.0.3079.0 (Revision: 466571).

You are probably looking for a change made after 466545 (known good), but no later than 466546 (first known bad).

This is expected behaviour now. We only display the broken image when the img has intrinsic or specified dimensions and those dimensions aren't smaller than the broken image icon.
