video preload="none" should show play overlay button on desktop

It would be nice for consistency that Desktop Safari and Chrome would render a play overlay button on <video preload="none">.

As you can see in screenshots below, Chrome shows a visually broken video controls bar while Safari shows a big play overlay button.

I believe* Chrome should do the same there.

Note that Chrome on Android shows control bar AND play overlay button.

For info, Chrome controls bar play button is 32x32 (smallish) while Safari play overlay button is 70x70 (bigger)

I agree the preload experience is sub-optimal. We are considering that closely as part of our broader redesign. Rather than do something now, let's wait for that process to finish.
