FOCUS Regression:Auto-scroll of page after removing words in manage spell check of md-settings.

Chrome Version:60.0.3079.0
OS:Ubuntu 14.04,Windows

Steps to reproduce the problem:
1. Launch chrome and navigate to chrome://md-settings.
2. Click on Spell check and navigate to customised spelling and add upto 15 words.
3. Using tab,arrows navigate to last word and click enter to remove the word and observe scrollbar(Kindly refer video)

What is the expected behavior?
Auto scroll should not happen after removing last word.

What went wrong?
Auto scroll is happening after removing last word.

Did this work before? Yes 

This is a regression issue broken in M-60

Able to reproduce this issue on windows 10, Mac 10.11.4,Linux Ubuntu 14.04 with Chrome stable version-53.0.2785.143 and Canary.
