Regression: 'Learn more' link looks weird on "Clear browsing data" overlay.

Issue description

Chrome Version: 59.0.3071.21 (Official Build)f7ed5b73ba2bc808b7a6b056f48e62205274e0ee-refs/branch-heads/3071@{#145} 32/64-bit.
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate chrome://settings/clearBrowserData
2. Now, observe the 'Learn more' link on "Clear browsing data" overlay.

'Learn more' link is misaligned and looks weird.
'Learn more' link should aligned properly.

This is a regression issue, broken in M-57 series, below is manual regression range.

Good build; 57.0.2980.0
Bad build: 57.0.2981.0

Wrapping is fine, since it's not going to be the same length in every language.

We should avoid breaking in the middle of the link.

@bettes, should the info icon be vertically aligned to the top or center if we wrap onto two lines?

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.
