Regression:Focus highlight seen at two different places on clicking back navigation in Md-settings/manageAccessibility page.

Issue description

Chrome Version:60.0.3077.0/9489.0.0 dev-channel Minnie, Daisy and Candy
OS:Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Go to chrome://md-settings
(2)At Accessibility section, click on Manage accessibility features >> go to Keyboard section 
(3)Now Enable 'Highlight the object with keyboard focus when it changes' >> Click on back navigation arrow and Observe the focus(kindly refer video).

Expected:Single  focus highlight should be seen only at one place while navigating back.
Actual: Instead, focus highlight seen at two different places on clicking back navigation 

This is Regression Issue as same is working fine in 58.0.3029.78/9334.52.0 beta-channel peppy
