Steps to reproduce the problem:
1. Go to content settings on Chrome desktop
2. Checkbox "Block third-part cookie" checkbox
3. Go to your Android phone and install fresh Chrome
4. Login with same account as used in the Chrome desktop
5. Go to Settings -> Site settings
6. Under Cookie section title you should see "Allowed, except of third-party"
7. Click on Cookie section
8. Look "Allow third-part cookie" checkbox, it's checked

What is the expected behavior?
"Allow third-part cookie" checkbox to be unchecked 

What went wrong?
"Allow third-part cookie" checkbox is checked

I'm assuming Chrome is syncing "Allow third-part cookie option" between desktop and mobile.

So problem is: it's either displaying checkbox incorrectly because data flipped from "block" to "allow" or Android's Chrome option should be named "Block third-part cookie" instead.
